Who We Are

West Virginia Culture Center in Charleston
Since 1929, the West Virginia Library Comm​ission has assisted public libraries in developing a culture that values reading, education, and freedom of access to information.  By providing access to numerous resources, services and programs, every West Virginia library is a place to Explore, DiscoverCreate!   

The Library Commission aims to provide West Virginians access to information needed to be informed, productive citizens; enhancing the service capacity of public, academic, and school libraries, and meeting the needs of West Virginians with disabilities.

The Library Commission administers federal and state funds to public libraries, maintains the Statewide Library Network, and provides other essential services to 172 public libraries across West Virginia.  WVLC maintains a library in the state Culture Center in Charleston, providing residents and government employees with access to print and online collections; research assistance; printing and copying services; library cards for borrowing privileges; desktop computers; and Wi-Fi access.  WVLC also offers Special Services for the visually impaired, blind and physically handicapped.

Through consultation, resources, and technology, WVLC helps public libraries provide West Virginians: 
 
  • Access to resources to meet their educational and informational needs
  • Access to Internet, te​lecommunications, and technology resources and services that meet the needs of their libraries and communities
  • Access to library services that sustain lifelong learning, develop early childhood literacy skills and promote reading 
  • Access to materials and services to enhance their lives and further the development of the state’s economy 
  • Access to responsive services and skilled appropriately trained public servants in their libraries.​​​​​

How do I place an Interlibrary Loan?

The West Virginia Interlibrary Loan (ILL) Request System allows public libraries within the state to borrow library materials from other public libraries and from the West Virginia Library Commission. For information on how the process works, click here.

How do I get a State Library card?

State Library cards are free and available to any West Virginia resident.  To apply for a state library card, complete this form​ or call 304-558-2045.​​
